Ex-Navy RSPCA Inspector who stood in for fellow-Inspector Harry Scott when his "old cartlidge trouble" flared up again. He helped re-decorate Mavis Riley's flat after having Harry the budgie rescued from the chimney-breast, and then went out with Mavis a few times.

It isn't clear if Harry really did have cartlidge troubles or if Jack was making a play for Mavis.

In 1982, he came round again after Harry turned out to be Harriet and laid an egg. He told he the egg was infertile and ridiculed women who thought they could hatch eggs by keeping them in their bras. Mavis kept quiet - for this is just what she had tried !
