Chief Petty Officer who had an affair in 1961 with Elsie
Tanner. She finished with him when she found that he was married.
He returned when his wife Phyllis had died. He proposed
to Elsie but she chose to marry Alan
Howard instead.
In 1983 Bill came back to Weatherfield and was suprised to
find that Elsie was still living there without Alan. He
asked her to come to Portugal with him to help run his wine bar.
After some careful thought she accepted.
