A councillor with Weatherfield council who got very upset when Albert Tatlock, deputy caretaker at the Community Centre wouldn't provide tea and biscuits for an annual council inspection, as caretaker Ena Sharples was just out of hospital.

He threatened an investigation, and threatened Ena with eviction - and then Alf Roberts found out Tattersall's niece had applied for the (not-yet-vacant) caretaker's job. He wasn't seen again.
