A councillor and worker at the Town Hall who bought a china cabinet from Betty Turpin. Alf Roberts came round to Betty's to lend support, and Arthur decided that Betty was Alf's 'bit on the side'.

In April 1978 he attended the meeting of independent councillors convened by Len Fairclough when Len was charged with being drunk and disorderly.
